The United Nations Population Fund (UNFPA) Jordan Country Office, Seeks the employment of an Information Management Officer

Job Title: Information Management Officer (GBV)

Contract Type: Service Contract

Level: (SC8)

Duration: 6 months with possible extension

Duty station: Amman, Jordan

1. Organizational Context:

UNFPA, the United Nations Population Fund, is an international development agency which supports countries in using population data for policies and programs to reduce poverty and to ensure that every pregnancy is wanted, every birth is safe, every young person is free of HIV/AIDS, and every girl and woman is treated with dignity and respect.

UNFPA has been operating in Jordan since 1976, supporting the Jordanian Government and its development partners in meeting its national development goals in areas of population, poverty reduction, reproductive health, youth empowerment, gender equality and prevention of all forms of gender discrimination and gender based violence. , UNFPA has signed with the GoJ a five year development programme( 2018-2018) to strengthen the resilience of public institutions and communities to support ICPD goals on SRHR and gender-based violence, and in the broader context the sustainable development agenda. The CPD is aligned with the Jordan National Strategy 2025, and supports the achievement of the SDGs, with a focus on the CPD in improving the health and well-being of women, adolescents, youth and the vulnerable, by reaching those farthest behind. The Government leadership role and commitment to SDGs achievement and UNFPA comparative advantage and strategic positioning will be leveraged through joint programming initiatives.

In the context of the refugee response to the Syrian Crisis UNFPA co-chairs the SGBV WG with UNHCR. The Sexual and Gender-Based Violence Sub-Working Group (SGBV SWG) is a coordinating body with the objective to strengthen SGBV prevention and response in emergency settings. It works to facilitate multi sectoral, inter-agency action aimed at

prevention of SGBV, and to ensure a principled approach to the provision of accessible, prompt, confidential and appropriate services to survivors of SGBV. The SGBV SWG’s focus is Syrian refugees in urban contexts, camps, informal tented settlements (ITS) and other collective centers. SGBV services are open to all vulnerable population hosted in Jordan including refugee of other nationalities, migrants and Jordanian affected by the crisis. The SGBV SWG develops and implements the SGBV strategy within the broader protection strategy for Jordan, and ensures services are in place for multi-sectorial response to SGBV and advocate for the integration of SGBV risk mitigation strategies in other sectors. The SGBV SWG coordinates with national coordination bodies and structures. It also ensure a coordinated approach with field level coordination mechanisms.

UNFPA is planning to recruit an Information Management Officer for UNFPA needs in information and data management as well as the needs of the inter-agency coordination of the SGBV SWG chaired by UNFPA .

2. Location

The information Management Officer position is located in Amman UNFPA office with occasional travel to field locations and camps across the Kingdom

3. Job Purpose

The Information Management Officer will work under the direct supervision of the GBV Specialist and in close collaboration with Program team members and M&E officer, under the overall guidance of the humanitarian coordinator.

The data and information management officer will support the data and information management and quality assurance activities related to UNFPA’s response. The data officer responsibilities will include information management functions of the SGBV WG. The incumbent will act as a focal point for the idocs in the office

4. Major Activities/Expected Results

A. Information Management for UNFPA and GBV programme

● Act as focal point for the IDOC- document archive system

● Create Maps to visualize GBV programme distribution and reach

 

 

● Submit data of direct implementation in activity info, and monitor the submission of the IPs .

● Conducts translation of key programmatic documents, communications and monitoring/research tools where needed.

● support in conducting Wiz monitor sessions for the IP staff .

● Support in review and consolidation of Wizmonitor Data

● Support in submitting Data on SitRep

● Support in consolidation of data required for Donor Reporting

● Support the GBV partners as it relates to GBVIMS data.

B. Information Management for SGBV WG

● Works closely with UNHCR and partners to analyze data quality and clean and de-bug reported data;

● Generates and review monthly, quarterly and annual summary data overviews with requested high level indicators;

● Contributes to the knowledge management, by ensuring that outcomes of M&E activities are properly documented, distributed and discussed; and

● Maintains common, online folder with all relevant M&E database and reporting documents in a manner accessible to partners and relevant UNFPA Jordan CO staff.

● Build the capacity of the IMs and partners on data submission, analysis, and visualization through in-person and on job training. -Support hub coordinators in information gathering and report writing for situational updates.

● Act as focal point for Amaali application, train partners, disseminating information for the field staff in both camps and host community and trouble shoot with the app and work on upgrades

● Keep updated and review attendance sheet and tracking sheet

● Work closely with UNHCR for the improvement of GBV SWG data portal

● Produce monthly summaries of SGBV SWG activities

C. Any other tasks required by supervisors

● the incumbent will assist the SRH WG and Youth Task force with information management tasks

5. Job Requirements

Nationality: Jordanian

Education: University degree (preferably a master's degree) in Mathematics, Engineer, Monitoring and evaluation, computer science , Project Management, Information Management, Public Health, Social Sciences, or a related field.

Knowledge and Experience:

● Minimum 5 years of working experience preferably with INGOs , NGOs , UN agencies

● Excellent ability in Microsoft Excel including formulas, macros, pivot tables;

● Ability to clean and aggregate data and trouble-shoot excel templates and databases;

● Ability to produce visual products, e.g. graphic maps and data figures

● Experience utilizing 4W templates for humanitarian coordination;

● Proven strong believe in gender equality;

● Awareness and demonstrable knowledge of reproductive health and GBV issues and their relevance in humanitarian and/or development settings;

● Knowledge of humanitarian emergency operations and roles/ responsibilities of humanitarian actors;

● Experience in program cycle and reporting (in UN or NGO preferred);

● Experience in Results-Based Management (RBM) methodology and techniques desirable; and

● Ability to work in teams, under pressure and for extra hours as the situation develops.

Mapping

● Experience and skills in operational / service mapping desired

● Experience with spatial analysis desired

Visualization

● Strong experience and knowledge of producing charts and tables in excel is required

● Ability to manage static/dynamic PowerBI dashboards required

● Ability to produce high quality infographics an asset

 

Software

● Advanced skills with pivot tables and functions in excel is essential

● Proficiency with Power Querry required

● Proficiency in Microsoft Office software applications such as word, PowerPoint, outlook required

● Proficiency with Microsoft PowerBI required and SPSS software

● Proficiency in G-Suite applications (Drive/Docs/Sheets/Mail) required

● Proficiency in geospatial software ARC GIS/QGIS an asset

● Proficiency with qualitative data analysis software an asset (MAXQDA/NVIVO)

Languages:

● Fluency in Oral and Written English and Arabic.

Other Desirable Skills:

● Experience working in a UN agency;

● Experience working in an Emergency Setting;

● Experience and/or in- coordination and sectors.
