As part of the efforts of the United Nations Population Fund (UNFPA), the United Nations Development Programme (UNDP), the United Nations Entity for Gender Equality and the Empowerment of Women (UN Women) and the United Nations Economic and Social Commission for Western Asia (ESCWA), on measuring the status of laws and policies that provide for gender justice in the Arab states region; and following to the full set of country reports in 2018 and the launch of a regional matrix and country summaries in 2019 which demonstrated the status of laws in the region in comparison with international standards (for full texts please see: http://genderjustice.unescwa.org). (Phase 3) of this joint project has been launched where the four agencies have updated and amended the original reports in order to capture new legal developments and to review legal areas that had not been previously covered, for example to include laws on sexual and reproductive health and rights and violence against women. The amended matrix of criteria is aligned with SDG 5.1. The four agencies have jointly completed an initial assessment of this amended matrix of indicators and have updated the corresponding country reports and summaries at the regional level.

Given the significance and importance of these studies to UN country programmes and to the implementation of the SDGs, in particular SDGs 5 and 16, UNESCWA, along with UNDP, UN Women and UNFPA Regional Offices in the Arab States are now seeking to follow up on the process of national consultations conducted in 2018 to encourage the engagement of government representatives (Executive, legislative and Judicial), civil society, professional associations, political parties and non-government organisations to validate the preliminary findings and identify national priorities for reform.

To that end; a high-level national consultation meetings with national stakeholders is to be held in Jordan, in order to highlight and validate the findings of the Jordan report, clarify any discrepancies, share successes and achievements and identify those areas of work that the country is ready to engage on. Wherever possible, these stakeholder meetings should include government representatives (e.g. ministries of justice, social development and interior, representatives of the police and the judiciary (both regular and religious), and members of relevant national institutions) as well as members of civil society, including women’s organizations. The exact format of such consultations should be as inclusive as possible and will be agreed upon by the advisory board which will be formed for this purpose.

In Jordan, UNFPA will be taking the lead in moving forward with this consultation process noting that this is a joint initiative by the four agencies who have formed a technical committee at country level to facilitate this process. The lead agency will be responsible for sending a short report of the consultation process including any updates and recommendations to ESCWA by end of August 2021.

UNFPA, on behalf of other agencies seeks to contract a national consultant to develop a roadmap for the national consultation and validation process, compile comments, analyze feedback and update the report accordingly.

Objectives of the Assignment:

The main objective of this assignment is to enhance national ownership of the Gender Justice in the Law in Jordan Report through an inclusive validation process of the findings of the updated version.

The validation process will include organizing a series of validation sessions with key actors in Jordan to present and validate the findings of the updated Gender Justice Assessment Report.
