Organizational Setting

The Youth Programme Analyst is located in the Jordan Country Office (CO) and reports to the Humanitarian Coordinator. 

Job Purpose:

The Youth Programme Analyst assists in the design, planning and management of UNFPA’s country programme by analyzing adolescents and youth relevant political, social and economic trends and providing inputs to adolescents and youth project formulation and evaluation, joint programming initiatives and national development frameworks. Under the direct supervision of the Humanitarian Coordination, the Youth Programme Analyst leads the process of Youth programme/ project development and implementation by using and developing appropriate mechanisms and systems and ensuring compliance with established procedures, as well as by monitoring results achieved during implementation.

Main Tasks & Responsibilities

 A. Programme Development and Implementation

· Analyze and interpret the political, social and economic environment relevant to population and development, adolescents and Youth, and Youth and peace security in Jordan, and identifies opportunities for UNFPA assistance and interventions.

· Keeps abreast of new policy developments and strategies analyzing policy papers, strategy documents, national plans and development frameworks, and prepares briefs and inputs for policy dialogue, technical assistance coordination, and development frameworks.

· Assess the programmes’ needs for strategic interventions and participate in the fund raising process by assessing the youth needs. Provide ideas and assist in writing technical and financial proposals in collaboration with the Youth team, Resource Mobilization specialist, and the M&E officer.

· Identify implementing partners; work with them on designing programme ideas and proposals, agreements and work plans.

· Participate in the identification and formulation of the country programme and Youth component projects by compiling and analyzing information in the subject areas of UNFPA assistance to the Government, drafts project documents and work plans and prepares tables and statistical data.

· Remain up-to-date on new policy developments and strategies by analyzing policy papers, strategy documents and development frameworks to inform UNFPA programme directions for resilience, and ensure adherence to UNFPA's policy and financial rules/regulations.

· Ensure integration and linkages of the Y-PEER programme within regular and emergency programmes and work with the YPEER coordinator on documentation of YPEER initiatives and success stories.

· Ensure integration and linkages between the emergency and regular youth projects and design interventions and projects that target Jordanian and Syrian Youth at the response and resilience levels.

· Foster links between the Youth programme, Sexual and the Reproductive Health, Gender Based Violence, and Population and Development programs.

· Support Youth Innovations on SDGs including those bridging gender gap, reducing inequality, promoting health, peace and climate change.

B. Capacity Building

· Assess capacity gaps for youth programme in the country, and support the facilitation of capacity building among first-line counterparts for issues pertaining to programme management and advocacy towards development and  humanitarian response.

· Assess the training needs of the partners and counterparts and support the facilitation of capacity building trainings, workshops and other activities.

· Ensure the provision of technical assistance and guidance to all executing and implementing agencies in the area of adolescents and youth reproductive health and healthy life styles to maximize results and achievements based on the signed work plans with UNFPA partners. 

C. Monitoring and Evaluation and Reporting

· Gather and compile all information necessary for monitoring and reporting on programmes and projects from the planning to the evaluation stages.

· Review, monitor, evaluate and provide technical assistance to projects related to adolescents and young people at national and sub-national levels according to UNFPA rules and procedures.

· Review and monitor programme/project budgets (in close consultation with JCO Operations Manager) and assist relevant partners in preparing financial reports as per UNFPA rules and regulations namely preparation of accurate Funding Authorization and Certification of Expenditures (FACE).

· As required, conduct AWPs budget revisions and maintain regular review of projects financial data on quarterly basis (FACE, IP bank balance and financial books as well as OFA quarterly status).

· Support conducting Audits and Spot checks and follow up on recommended actions;

· Keep records of all projects narrative and financial reports, projects' annual forms and other related reports.

· Evaluate Youth projects and programme activities, establishing and implementing mechanisms to systematically assess the achievement of results, conducting field visits, participating in review meetings and evaluation missions and preparing regular inputs to status and progress reports. Analyzes factors affecting the achievement of results, recommends corrective actions and follows up on recommendations.

· Contribute to creation and sharing of knowledge by synthesizing and documenting findings and lessons learned, success stories and best practices, strategies and approaches of the Youth Programme, and drafting relevant materials for dissemination. 

D. Coordination, Advocacy, and Partnership

· Chair the UNAF Youth Result Group and the Youth Zaatari Task Force in Jordan and provide input for the group’s annual workplan, national surveys…etc.

· Lead Jordan Compact for Young People in Humanitarian Action Community of Practice.

· Represent UNFPA in any other UN and humanitarian Youth related working groups including the National YPS 2250 Coalition in Jordan.

· Support the advocacy and resource mobilization strategy of the Youth Programme by compiling and synthesizing relevant background materials for use in discussions and public events. Establishes and maintains a network of donors and public information contacts and provides assistance in organizing and conducting donors meetings and public information events.

· Advocate and follow-up on adolescents and youth issues on a national, regional and global levels. 

E. Perform other tasks as assigned by the Humanitarian Coordinator or the Head of Office

Qualifications and Experience

Education:

Masters degree in health, population, demography, management and/or other related social science field.

 Knowledge and Experience:

· Prior experience in the field of youth programing would be desirable.

· Minimum one year of relevant, demonstrated professional experience in the design, implementation, monitoring and evaluation of projects in the areas of population and reproductive health

· Working experience at national and grassroots levels

· Knowledge of training tools and methods an proven experience delivering training on Adolescents and Youth;

· Familiarity with the UN and humanitarian programming and inter-agency coordination system;

· Experience in training facilitation, monitoring and overall coordination of the component; 

Languages:

· Fluency in spoken and written English and Arabic is required -
