The Position
The Resources Mobilization and Partnership Specialist post is located in UNFPA Jordan Country Office (CO) and reports to the Head of Office. The incumbent works under the supervision of the Head of office and in close collaboration with the Humanitarian Coordinator, Monitoring and Evaluation Analyst, Communication Associate, and Operations Manager. S/he will lead office reporting and resource mobilization efforts to ensure quality and timeliness of donor reports, funding proposals and other external communication materials for optimizing the office’s resource mobilization capacity and demonstrating “value for money” to donors through effective resource mobilization and communication of results.

Job Purpose
Under the supervision of the Head of office of Jordan CO, the Resource Mobilization and Partnership Specialist supports the office Management and spearheads the overall effort to build partnerships, reporting functions, and mobilize an appropriate and sustainable funding base in the Jordan Country Office. S/he will develop the country office partnerships building and resource mobilization strategy, tools and procedures and coordinates their implementation; and lead reporting functions in the Country Office, including timely preparation and completion of donor reports, proposals, presentations, briefing papers and the CO’s annual report, sitreps, amongst others. The incumbent will manage donors reporting and other programmatic documents in collaboration with the Humanitarian Coordinator and programme team, Operations Manager, the Monitoring and Evaluation Analyst, and Communication Associate based on the workflow and tools. S/he will also lead capacity development of the team in result-based reporting, analytical writing and other skills required for quality proposals and donors reporting that is fundamental to the CO’s partnership management, advocacy and resource mobilization.
  1.  Resources Mobilization and Partnerships
  • Keep up to date with latest developments in the Jordan resource mobilization environment and develop/update the UNFPA Jordan integrated (public and private sector) partnerships and resource mobilization strategy, consistent with the overall office CPD and budget, based on a careful analysis of the international and national cooperation landscape.
  • Carry out periodic analysis regarding the resource mobilization needs of Jordan Country office and provide required guidance to the Country Office management on resource mobilization opportunities and management of donors.
  • Conduct regular scanning of funding opportunities in the country, identification of where the CO strengths overlap with partner/client needs, and analyze donor trends with a view to identify office funding opportunities. This includes new and emerging funding modality, particularly with respect to corporations, foundations, etc.
  • Assess the level of CO engagement with each donor, including type and level of contact and particular areas of interest, and development of JCO specific donor fund-raising strategies and approaches to position the CO to become a priority partner for each donor.
  • In coordination with the Humanitarian Coordinator and Programme team, lead the process of development of new proposals and concept notes for JCO, ensuring their quality, coherence, and alignment with organizational goals and standards.
  • Identify potential new strategic partnerships with high net worth foundations, funds and corporations, and pursue the establishment of such new partnerships.
  • Screens the record of potential private sector partners and assess the risk of partnering with them.
  • Actively participate in discussions around strategies with the private sector and provide substantive inputs into guidelines, procedures, agreements, etc.
  • Manage existing partnerships with high net worth foundations, funds and corporations, ensuring optimal stewardship of the relationship and overseeing the management of contributions.
  • Maintain records of partnerships at country Office level for donors under given portfolio. 
  1. Quality Donors and Office reporting
  • Lead the process of donors reporting according to donor’s regulations. Monitor the tracking of donors reporting dashboard; schedule and provide timely reminders and workflow to the programme team to ensure that all donors’ reports are sent on time.
  • In coordination with the Humanitarian Coordinator and programme team, ensure quality and timely donors reporting by providing guidance and quality control and review and editing of donors reports. This includes gathering of information, consolidation, editing, layout and branding of all required reports on contributions/grants (development/emergency) available for UNFPA Jordan.
  • Analyze and provide recommendations to improve the systems and processes to monitor grants and performance against key indicators related to partnership management (contribution management, donor reporting).
  • Follow-up on donor proposals, reports, and prepare correspondence relating to requests for disbursement, expiring/expired agreements, requests for extension and other reporting requirements to donors.
  • Edit and review donors reports and other relevant documents for donors (e.g. human-interest stories) based on the organizational quality standards, provide feedback to submitting programme team and produce final version of documents to be reviewed by the Humanitarian Coordinator and the Head of Office, in line with the office’s workflow and quality assurance tools.
  • Propose tools and corrective actions on operational procedures to ensure that effective work processes on donors reporting management, as well as a record management system for donors’ reports / proposals are in place.
  • In coordination with Humanitarian Coordinator and programme team, lead development of office annual report based on the SIS and other Humanitarian periodic sitreps.
  1.  Quality assurance of other programmatic reports, documents and materials
  • Ensure the compliance with requirements and conditions of donors and UNFPA standards and guidelines on donors reporting, including managing a quality assurance system with appropriate tools.
  • Coordinate with staff to plan, compile, review, edit and archive high quality mandatory UNFPA Jordan programmatic reports, including the Humanitarian Response, SitReps, Country Office Annual Report (SIS), programme briefings, Reviews Summary, etc.
  • In collaboration with Humanitarian Coordinator and Operations Manager, monitor the spending of donors’ funds and other programme expenditures and disbursement and provide them with alerts and guidance on expenditures and funds use. 
  • Ensure that disbursements of donor’s funds are  in ncompliance with donors rules and regulations are in line with the  approved proposal budget.  
  • In collaboration with the Communication Associate, ensure the quality of advocacy, communication and informational materials for resource mobilization.
  • Contribute to the compilation, editing and quality assurance of other programmatic documents such as Situation analysis, CPD and UNDAF, and lessons learned and good practice documents, presentations and briefing notes as needed.
  • Ensure the accuracy of data and data sources used in all the office reporting and make sure the more recent data from official or verifiable sources are used.
  1.  Innovation, knowledge management and capacity building
  • Identify capacity strengthening needs of the CO on result-based reporting, analytical writing, and external communication for a strengthened advocacy/resource mobilization capacity.  Provide on-site support or training to programme colleagues on these topics and provide feedback on the quality of donor reports or other materials.
  • Identify or design various capacity development activities (individual, group, or existing online training, etc) based on the capacity needs of the CO to ensure that most up-to-date information and guidelines are provided, and the team reporting capacity is enhanced.
  • Participate actively in the community of practice and other corporate networks of partnership management/donor reporting or resource mobilization communities for knowledge sharing and learning.
  • Roll out the reporting mechanisms while ensuring the linkage with monitoring/evaluation and result-based management, through capacity development of the team, troubleshooting and revision or updates of internal workflow or quality assurance mechanism as required.
  • Construct, update and manage the office’s documents archive system related to partnership management, including donor reports and proposals, contribution agreements, records of extension of grants and others.
  • Assist CO in implementing corporate transparency commitments, including regular update of project information on appropriate portals.
  • Ensure all documents including donors reports and proposals as well as feedback from donors if any, are shared and archived in the office online I Docs share drive.
  • Ensure that the donors’ reports are developed as a part of the office’s knowledge management and sharing, including detailed analysis of bottlenecks in programmatic implementation, coherence between programmatic results achieved and fund utilization reports, documenting lessons learned, and good practice case studies.

Work Relations

The Resource Mobilization and Partnership Specialist maintains collaborative relationships with operations and programme teams at the CO. Internal contacts include the Head of Office, Humanitarian Coordinator, Monitoring and Evaluation Analyst, Communication Associate,, and  the Operations Manager, the CO’s operations team, and the CO’s programme/ technical team. External contacts include donors and other partnerships. 

Qualifications and Experience

Master’s degree in international development studies, social sciences and/or business administration, public administration or related field.

Specialized knowledge of international development policies, international affairs, populations and related activities is desirable.

Background in planning, reporting and resource mobilization preferable with knowledge of the UN System and in particular UNFPA policies and procedures preferable; 

5 years progressively relevant experience; 

Strong analytical ability and professional experience in representing an organization;

Excellent writing and oral communication skills. 

Excellent interpersonal and negotiation skills are necessary in this position. 

Advanced computer skills are necessary; 

Fluency in English is required; knowledge of another of the UN language is highly desirable.
